Posting Details:

Reporting to the Vice President and Chief Financial Officer, an incumbent is responsible for day-to-day accounting and payroll operations, including the direct management and supervision of staff. The Accounting and Payroll Manager is also responsible for internal financial analysis and reporting, including general ledger reconciliations and the preparation of financial statements. As a member of the finance management team, an incumbent participates in the development of departmental goals and objectives as well as the development and implementation of policies, procedures and systems for accounting and payroll business processes.

Main Responsiblities:
?

  • Plan, organize, direct, manage and review day-to-day accounting and payroll activities and operations; supervises subordinate staff; sets performance and development goals; conducts performance evaluations; trains, coaches and mentors staff; in consultation with the CFO, makes decisions regarding the selection, discipline and termination of staff; selects and monitors the work of consultants and contract staff.
  • Ensure the timely and accurate processing of accounting and payroll transactions, including the production of an accurate bi-weekly payroll.
  • Develop and implements payroll procedures and controls to ensure the timely production of payrolls, accurate reporting and timely remittances; interprets and applies various acts, regulations, policies and procedures regarding payroll administration matters, including pensions and benefits; implements collective agreement changes.
  • Maintain liaison with Human Resources on matters related to the work; liaises with human resources and workforce management to ensure the correct application of collective agreement rules and that appropriate internal controls are in place.
  • Review payroll systems, controls and procedures and provides recommendations on the development and enhancement of new and revised payroll systems; assists software providers in troubleshooting system problems.
  • Provide payroll related information and guidance to employees, supervisors and managers; responds to?? complex enquiries.
  • Prepare and/or oversees the preparation of payroll and related reports, including a variety of statistical and other reports and statements on matters related to the work; ensures completeness and timely remittance of employee deductions.
  • Ensure contingency plans are in place for the processing of payrolls during emergency situations.
  • Prepare and/or oversee the preparation of financial reports, including monthly internal financial statements, variance reports and internal management reports, including adhoc reports as required.
  • Coordinate the annual audit and related activities, including any government audits such as tax or payroll.
  • Draft for review by the Controller and CFO quarterly financial reports to the Board of Directors and related committees, as well as year-end audited financial statements and cash flow projections.
  • Assist the Controller with capital and operating budgets, treasury management and E-Comm cost allocation models as required.
  • Prepare a variety of financial and qualitative analyses such as those related to monthly financial results, accounting, payroll and other adhoc reports as required.
  • Provide accounting and payroll guidance and support services to internal management.
  • In consultation with the finance management team, develop, recommend and implement financial and administrative policies, procedures and controls to ensure the accurate and timely reporting of financial information; performs periodic reviews to ensure effectiveness of internal controls.
  • Participate in the development of departmental goals and objectives.

Qualifications:

  • Completion of a recognized professional accounting program such as CA, CGA or CMA, and a university degree in a related discipline such as business administration, finance or economics, plus sound related accounting and payroll experience, including some experience in a management capacity, and preferably some experience with pension administration; or an equivalent combination of education, training and experience.
  • Minimum of 7 years experience, including a minimum of 3 years managerial experience.
  • Knowledge of accepted accounting practices, principles, standards and procedures.
  • Knowledge of financial controls, analysis and budgeting principles.
  • Knowledge of the financial processes and systems related to the work.
  • Knowledge of payroll principles, standards and processes related to the work, including methods, practices?and principles related to the preparation and processing of payrolls.
  • Knowledge of federal and provincial laws, organizational regulations, policies and collective agreements asapplicable to wage and salary administration.
  • Knowledge of regulations and statutory requirements governing financial operations for accounting and payroll.
  • Ability to plan, organize, direct, manage and review accounting and payroll operations and staff activities; to set goals and conduct performance evaluations; to train, coach and mentor staff; and to make decisions regarding the selection, discipline and termination of staff.
  • Ability to interpret and apply various acts, regulations, policies and procedures concerning accounting and payroll matters, and to administer provisions and implement collective agreement changes.
  • Ability to exercise sound financial judgment in making budget control recommendations.
  • Ability to develop, recommend and implement financial and administrative policies, procedures and controls.
  • Ability to prepare varied financial reports and financial and qualitative analyses.
  • Ability to prioritize and manage work.
  • Ability to establish and maintain effective working relationships with a wide variety of internal and external contacts, to consult with clients, and to represent the department as assigned in meetings and on internal committees.
  • Ability to communicate effectively orally and to write clear, concise and complete reports on financial issues and activities.
  • Excellent performance and attendance record.
  • Must obtain and maintain an RCMP Reliability Status (security clearance).
